CONSULTANCY SERVICES FOR O&M SUPERVISION
NOTICE OF PREQUALIFICATION
The Pollution Control Department (PCD) of the Royal Thai Government is now inviting prequalifications from consultants interested in being shortlisted for bidding on the supervision of the operations and maintenance component of turnkey construction of a wastewater collection, treatment and disposal system. The turnkey construction is part of the Samut Prakarn Wastewater Management Project and is funded jointly by the Royal Thai Government and loans from the Asian Development Bank (ADB) and the Japan Bank for International Cooperation (JBIC).
The essential features of the Samut Prakarn wastewater system are as follows:
- Service area 127 km2
- Design average dry weather flow 525,000 m3/d
Collection System : - Service area 127 km3
- Pipelines (300 to 3,000 mm diameter) 131 km
- Combined sewer overflow (CSO) structures 391
- Industrial direct connection (IDC) structures 108
- Manholes 802
- Pump stations (90 to 12,195 l/s) 9
- Odor control (at main pump stations) Packed bed Scrubbers
Wastewater Treatment Plant: - Design average dry weather flow 525,000 m3/day
- Design wet weather flow 945,000 m3/day
- Influent BOD 150 mg/l to 400 mg/l
- Treated effluent BOD < 20 mg/l
- Treated effluent SS < 30 mg/l
- Preliminary treatment Screening and grit removal
- Primary treatment Pretreatment ponds
- Secondary treatment process Extended aeration activated sludge
- Sludge management Storage basins
- Operation and maintenance 3 years from February 2002
Effluent Discharge: - Marine outfall (2,600 mm diameter) 3.35 km
- Receiving water Coastal (4 m depth at mean sea level)
- Minimum dilution 10:1
Operation and Maintenance Period: 3 years from initial commissioning
The turnkey contract includes the operation and maintenance (O&M) of the wastewater system as well as the design and construction. The O&M period is three years commencing with the completion of the initial part of the phased completion of the construction which is expected to be late February 2002. All phases of the construction are anticipated to be completed by late 2002.
PCD has an existing contract with an engineering consultant consortium to administer and supervise the construction component of the turnkey contract. The construction supervision contract is due for completion in April 2002
PCD now wishes to engage a consulting firm for a period of forty months, beginning 1 February 2002, to supervise and certify the O&M component of the turnkey construction contract.
PCD would also like to invite offers for consulting services to supervise the remainder of the construction works staring from 1 April 2002 to completion. Interested firms can apply for prequalification for the O&M supervision only or for both the construction and O&M components. However ,as PCD has not yet decided whether to preceed with this optional work , it reserves the right to not to accept any offers for this part of the consulting services.
Prequalification is open to consulting engineering firms and consortia or joint ventures of firms from eligible member countries of the Asian Development Bank. Selection of consultants will be in accordance with the ADB and Royal Thai Government guidelines for engaging of consultants.

Prequalification documents will be available from 29 October 2001. Documents must be completed and submitted to PCD on or before 4 p.m. (Bangkok time) 10 November 2001. Documents which are received late will not be considered and will be returned unopened.
PCD reserves the right to the cancellation of this prequalification.
