The Pollution Control Department
was established on June 4, 1992 under the Royal Decree on the
Organizational Division of Pollution Control Department, Ministry
of Science, Technology and Environment B.E. 2535(1992), as result
of the Enhancement and Conversation of the National Environment
Quality Act B.E. 2535 (1992). Our vision is to be
an organization in which the society trusts and has confidence in the management of
pollution for a better environment and a better quality of life.

Our mission is to control, prevent, reduce and eliminate pollution
and to conserve and rehabilitate the environment conducive for human
life. To achieve our mission , 5 Strategies are used;
1. Reform the management system concurrent with change.
2. Develop a modern database system.
3. Increase the efficiency of environmental law compliance and enforcement.
4. Prevent and resolve pollution problems of the people.
5. Perform our duties to rehabilitate the environment by integrated
management.

Our duties are to,:

Submit opinions for the formulation of national policy and plans for the promotion and conservation of environmental quality with respect to pollution control, |
 |
Make recommendations for the establishment of environmental quality standards and emission/effluent standards, |
 |
Develop environmental quality management plans and measures to control, prevent, and mitigate environmental pollution, |
 |
Monitor environmental quality and prepare an annual report on the state of pollution, |
 |
Develop appropriate systems, methodologies, and technologies for the application in the management of solid waste, hazardous substances, water quality, air quality, noise level, and vibration |
 |
Coordinate and implement measures to rehabilitate and remedy damages caused by pollution in the contaminated area and environmental damage appraisals, |
 |
Provide assistance and advice on environmental management, |
 |
Cooperate with other countries and international organizations on environmental management, |
 |
Investigate public complaints on pollution, |
 |
Perform other functions on pollution control as specified by the Enhancement and Conservation of National Environmental Act, B.E. 2535 (1992) and other related laws, |
 |
Perform other functions as may be designate by law to be the responsibilities of the Department or by the Ministry of Natural Resources and Environment or by the Cabinet.

POLLUTERS PAYS PRINCIPLE.
The owner or possessor of the pollution source is held responsible
for all costs of construction and operation of their treatment
facilities or paying service fees to send their waste to the
government's central treatment/disposal plant. |

STRICT LIABILITY. The owner
or possessor of the pollution source must be responsible for
all costs of damage due to the pollution resulting from their
operation. |

LOSS OR DAMAGE TO NATURAL
RESOURCES. Those individuals who commit an unlaw act or emission
by whatever means resulting in the destruction, loss or damage
to natural resources owned by the state shall be liable to
make compensation to the state representing the total value
of natural resource so destroyed, lost or damage by such an
unlawful act or omission. |

EMISSION AND EFFLUENT STANDARDS.
The emission and effluent standards are to be established
for pollution control from point sources in order to meet
the ambient environmental quality standards. The standards
in accordance to this Act are the national minimum standards. |

POLLUTION CONTROL AREA. Any
locality that is affected by pollution and has potential health
or economic damages, the National Environment Board shall
designate such locality as a pollution control area in order
to receive priority in the budgeting process and in remedial
action plans. |

DECENTRALIZATION. Local officials
are to be authorized as the pollution control officials according
to this Act. The local authorities are the ones who are prepared
and are responsible for taking action on their own provincial
environmental management plans through the annual budgeting
process. |
