Ms. Preeyaporn Suwanaged, Director General of the Pollution Control Department (PCD) revealed that PCD has multiple channels for receiving pollution complaint reports. These include the hotline 1650, PCD’s Fanpage, website PCD (www.pcd.go.th), mail/email, and in-person visits. The most popular channel is the hotline 1650, accounting for 50%. In 2023, people reported a total of 9,218 complaints. In cases of various nuisances, PCD provided initial advice to the complainants and informed the local administrative organizations, which have direct authority as per the Public Health Act, 1992, to inspect and resolve 8,043 cases and PCD directly handled 1,175 cases. Most problems are point sources of pollution such as industrial factories, buildings, and pig farms. Complaints have been resolved in 836 cases (71%) and the remaining will be monitored to solve problems.
Ms. Preeyaporn said that some cases handled by PCD involve multiple issues. The most reported pollution problems included smell 807 cases (40%), followed by particulate matter and black smoke 531 cases (26%), and nuisance 297 cases (15%). The source of these problems were industrial factories about 464 cases (39%) according to the Factory Act, which were mostly plastic product manufacturing businesses, agricultural products, and metal smelting, followed by entrepreneurs that are hazardous to health according to the Public Health Act about 337 cases (29%).
To enhance the efficiency of management of public complaints, PCD surveyed public satisfaction with their operations. The survey revealed that the public need PCD to continuously monitor the problem-solving efforts of relevant agencies with direct authority. PCD will use comments to improve operations to be consistent with public expectations, Ms. Preeyaporn said.
