EPU investigated the death of fish in a public canal in Rayong province.

Mr. Athapol Charoenshunsa, Director General of Pollution Control Department (PCD) revealed that on July 15, 2022, Environmental Protection Unit (EPU) by the Regional Environmental Office (REO) 13 (Chonburi) and the Rayong Provincial Pollution Control Center jointly investigated the facts in the case that they received complaints from the network, the Subdistrict headman, and the village headman of Moo 2 Nong Bua Subdistrict, Ban Khai District, Rayong Province. They found dead fish in a public canal south of Rojana Industrial Park together with Rayong Provincial Industrial Office and Rojana Industrial Park Representatives. The cause was a sulfuric acid storage tank located on the roof of the 38-meter high-rise production building of Niran (Thailand) Co., Ltd., No. 8, Moo 2, Road – Nong Bua Sub-district, Ban Khai District, Rayong Province, leaked from the building’s rainwater drain into the rainwater collection system and drained into the crayfish canal. Niran (Thailand) Co., Ltd. has been in the business of producing citric acid and has ceased business since 2020.

Mr. Athapol said the factory had preliminary revisions 1) transfer some of the sulfuric acid inside the tank to the stainless steel tank on the 4th floor of the building, 2) adjust the condition of the tank by sprinkling lime on the sulfuric acid tank, leaking area, rain gutters, and crayfish canals, 3) open the wastewater collection pond in the factory area, periodically monitor the acidity of the water, and block the drainage channels from the factory area, and 4) building a dam around Moo 2 (stadium) to increase the amount of oxygen in the wastewater treatment by Nong Bua Subdistrict Administrative Organization as the operator and the factory as a supporter.

EPU measured the environmental quality around the Pla Kung Canal at 2 points, namely in front of the village headman’s house, Moo 8 (over the water), and the area of the Moo 2 dam. In addition, both quality samples were collected and sent to REO 13’s laboratory for further analysis. Questioning villagers in the area found that on July 14, 2022, there were about 10 kilograms of dead fish, including tilapia, snakehead fish and naked catfishes, etc. At present, no dead fish are found in the area. The auditors will check again on July 18, 2022.

EPU advised them to bring rice husks or sand to absorb the spilled sulfuric acid storage tank and inside the sulfuric acid storage dam because initially sprinkled with lime to adjust the condition causing salt compounds. If it rains heavily, a recurrence of salt solution events can occur. In addition, EPU was tasked with helping affected people and suing for damages of all dimensions, Mr. Athapol said.
