The sound control division of the Red Cross Fair 2022 enjoined shops to use amplifiers as needed in Lumpini Park.

Mr. Pinsak Suraswadi, Director General of Pollution Control Department (PCD), the member of the Red Cross Organizing Committee 2022, revealed that the Thai Red Cross Society has scheduled the Red Cross Fair 2022 between 8 to 18 December 2022, a total of 11 days and 11 nights, under the concept of “9 Decades under the glory of Sapha Nayika of the Thai Red Cross Society” at Lumpini Park and online via http://www.xn--12clk4bwa3mcb.com/ and www.redcrossfair.com in order to (1) celebrate the 90th Birthday Anniversary of Her Majesty Queen Sirikit The Queen Mother who has been the Sapha Nayika of the Thai Red Cross Society for 66 years, (2) publicize the mission of the Thai Red Cross Society and (3) raise money by the royal charity to support the Thai Red Cross Society. Every year fairs are organized to control noise to prevent the impact of noise on the public and operators and prevent noise that may affect nearby areas such as hospitals, schools, and residential communities, etc.

Mr. Pinsak said that he had assigned Mr. Pornsak Phuim, Deputy Director-General of PCD, to be the chairman of the Red Cross Noise Control Committee 2022 appointed by the Thai Red Cross Society and supported by representatives from various agencies, including the Bangkok Metropolitan Administration (Patumwan District Office, Health Department, and Environment Department), Lumpini Police Station, dealer of sound meters (Sittiporn Associates Co., Ltd., AM Acoustic Co., Ltd., Executive Trading Limited, and SP Sonic Co., Ltd.). The Thai Red Cross Society and PCD are members of the Red Cross Noise Control Committee 2022 and have jointly established guidelines for controlling noise from shops that use amplifiers.

The Red Cross noise control guideline 2022 has recommendations and noise control requirements for shops, for example, requiring shops to design the use of speakers as needed and located within the shops, etc. Shops must register to inform the Red Cross Organizing Division about the use of amplifiers. In addition, shops must control noise level to not exceed 80 dB(A). If it is found that any shop has a noise level exceeding the threshold, the staff will give a warning and give advice as determined by the Red Cross Noise Control Committee. Shops and the public can follow up on the noise level measurement results within the event area (totalling 9 points) via www.noisemonitor.net which the sound control division of the Red Cross Fair has received support from Kati Studio Co., Ltd. to develop a database system and publicize the noise level, Mr. Pinsak said.
